MBP analyzed delays in the construction, commissioning, and start-up of a 551 mega-watt Integrated Gasification Combined Cycle (IGCC) power plant and provided expert witness testimony to an International Chamber of Commerce arbitration tribunal. The plant was constructed within the confines of the Saras Refinery and used residuals from the oil refining process to generate electricity. In addition, the plant also produced hydrogen, steam, and elemental sulphur.
