MBP provided comprehensive construction engineering and inspection services for the largest roadway transportation project administered by Loudoun County and their first VDOT locally administered project. Services included construction management services during the pre-construction and construction phases, scheduling and estimating support, risk management and analysis, contract administration, utility coordination, quality assurance and quality control testing, and inspection.
This project consisted of the construction of a new single point urban interchange (SPUI) on Route 7, just west of the existing Route 659 (Belmont Ridge Road) signalized intersection. Construction of the interchange allowed for the elimination of the signalized intersection, resulting in a free flow facility on Route 7 from Ashburn Village Drive to Battlefield Parkway. In addition, it included the realignment of Belmont Ridge Road (Route 659) approximately 400 feet west of the existing alignment, which allowed for construction of an improved vertical profile while minimizing disruptions to motorists on existing Route 659 during construction. Route 7 auxiliary lane and ramp improvements were designed to accommodate a future widening to eight lanes, consistent with the Loudoun County Countywide Transportation Plan, and Route 659 was designed to accommodate a future median widening from four lanes to six lanes. Pedestrian and bicycle accommodations were provided on Route 659 through the inclusion of 10-foot-wide shared-use paths along both the northbound and southbound lanes. A signalized intersection was constructed at the SPUI above Route 7, and new or modified signals were constructed on Route 659 at the Gloucester Parkway and Promenade Drive intersections. Roadway lighting was installed at the SPUI and on Route 659 to provide illumination for the turning movements at the signalized intersection. The project required complete compliance with all applicable permits and other regulations, including environmental control and compliance with wetlands permits, grading permits, and all other applicable environmental permits.
